If you magnify anything on a copier 400 times you'll loose a whole lot in the copying because you have to magnify copies of copies of copies of copies of copies just to get to the 400times thing... of course, at that scale, you end up expanding the Great Seal to be so large it could cover up the hubcaps of a monster truck... And if you were to use a microscope to view it at that magnitude, you'll end up seeing the fibers in the paper and the ink as it's raised off of the paper...
