It means "New Opiate of the Ages." An Opiate is something that numbs or 'drugs' someone out. It is used by Tool in reference to religion, people letting the church think for them. They are being 'numbed' or drugged by this new Opiate.
On the one dollar bill it says "Novus Ordo Seclorum", which means New Order of the Ages.
